With reference to the piracy of the 8.5. "Pean" in Bias

Bay I informed you of the suppressive measures taken by the

Headquarters of the 8th Houte Army.

I have now received a further communication from the

Headquarters to the effect that in connection with the

suppression of the Bias Bay pirates and the discovery and

release of those kidnapped from the S.S. "Teen", the

Headquarters ordered the despatch of a foree and warships to

deal with the matter effectively.

Li Wu Tz'a, the commander

of the 18th Division now reports that on receipt of the

Headquarters' telegram ordering the despatch of a force to

catch the pirates of the 3.3. "Tean" and effect a rescue he

issued instructions to his subordinate, Yao Han Chich,

commanding the 52nd Regiment to deal with the matter

effectively. The latter reports that he ordered his

subordinates to make strictly secret enquiries and catch the

pirates and according to Ho En, commanding the Ta P'ong

Police Force, he received the custody of four pirates arrested

at Sai dh'ung How on 1st July, and was interrogating them as

to whether they were concerned in the piracy of the 3.5.

"Teen". A further report as to the actual facts would be sent

later for submission and any instructions would be obeyed.

The report was approved and the four pirates arrested were to

be closely questioned and dealt with according to law, as for

the pirates who had escaped instructions for their arrest and

the clearing up of the district thoroughly were issued as

urgent/
